Address Format (How make Address Line 1 longer)?

Good day,
Could you please help me to understand how "Display size" on Address Format should work? I set it to 40, but this line on Address (on Location page or while Hiring Employee) is always of one and the same lenght. Please see attached file.
How I can make it longer? Because our client has a lot of information to enter in this line of address and it is too short.
