Need to hide the absence plans when the plan balance becomes Zero (0)

Dear Experts,
We have a requirement which states that when the absence plan balance becomes zero (0) then the plan should be hidden.
Example: Suppose the plan term is calendar year with front loaded. On 1st Jan, an employee is having a balance of 160 hours and he exhausts all his balance in the month of July. Now, once he logs into the system then he should not be able to see the absence plan as the plan balance becomes zero (0).
Now, is it possible to hide the plan from the employee login as the plan balance is zero (0)?
As per my understanding, we can either make the plan balance display to "Always display" or "Do not display" for worker and manager not based on the plan balance when it becomes zero
