New Hire time stamp

Hi

We have to create BIP report to list all people who are hired before 5PM on given input date, so I tried to get the time stamp from per_periods_of_service table from DATE_START column, but time stamp showing all zeros , from where I can get the hire date time stamp please , and also how to get time zone please ?
