Position Management for Pending Workers

Hi all.
Need your experienced advice. sorry if it's a bit long.
Up until last month, my organisation used to manage Employee assignments and employee positions only.
It means that every year, new positions would be opened with effective start date the 1st of each quarter following the annual position planning.
Since Fusion won't allow to assign a person to a position whose effective start date is later than the person hire date, If we needed to hire someone two weeks before the positions effective start date, then we would edit the position's effective start date to match the earlier employee hire date.
