Determining End Users

Good evening all! I am new to the forum, as we (Towson University) are in the midst of PBCS implementation. As we are making our way through design, I have found the tool to be very useful for the Budget Office, and some of our larger units. But I am trying to determine who else to roll it out to. I am wondering how some others have rolled out to end users. Any feedback would be greatly appreciated!
