Mid-Level Managers Swapping Positions on Same Date

We are having issues with trying to swap mid-level managers both on 1/14/2021 (who report to somebody and have direct reports under them).  One manager is in position 1625 and the other manager is in position 1627.  The two positions normally have Overlap Allowed = No.  But, for this swap we changed the flag to Overlap Allowed = Yes.  And we did so on the 1/1/1951 position row without adding a new position effective date of 1/14/2021.

There was a position synchronization done on 1/20/2021 that we cannot delete on the Employment page due to the position sync process being run for the organization for other reasons.
