Can we use HR HelpDesk for other departments like IT, Operations,etc?

One of our clients will be implementing HR Help Desk. They want to understand if it will be suitable for their other departments like IT , operations,etc.
If yes, how do we separate out the different user groups? Ie: can we segregate users and subsequently their tickets?
Also, they are currently using ServiceNow and want to understand if they can eliminate its usage by use of HR Help Desk.
Please provide your inputs and suggest.
