Unable to create a Read Only access for all change orders

We are unable to create a read-only role for change orders. 

If we just create a read only role with only read and view privileges approvers are unable to search change orders. If we give Maintain Change Order privilege then everyone is able to view and modify all change orders. 

We need a privilege setting to achieve below use cases:

To provide all users with read only access to change orders
Creator shall be able to edit changes at Draft/Open
Approvers should be able to Search and view change order before approval.
