PDF Content Automatically Marking as Complete When Used in Multiple Offerings

Prior to 2021 if we had PDF content in one offering, you could complete the activity containing the PDF and it would not affect any other offering. Since early this year, this has changed, and now if you complete an activity that contains a PDF, that PDF is automatically marked as complete in all offerings regardless of whether the student viewed it. Oracle Support is telling us that this has always been the case, but that has not been our experience. Has anyone else had this issue?
