Where do I assign COA/GL segments to a project and tasks?

Summary

Company has Segment 8 labeled "Future 1" and I need to understand where the segment is assigned/attached to a project and task #'s

Content

The Company will be utilizing segment 8, currently labeled at "Future 1" (attached image). I need a better understanding on:

1.) How I can configure this segment to be assigned to a project.

OR

2.) How the end user selects the segment during their normal workflow in the Project module.
