Legal Employer to Department Relationship

We are looking to change the structure of our Legal Employer / Department options.

Good morning.

We are looking to change the structure of our Legal Employer / Department options. 

For example, we would like to say "If you pick Legal Employer A, only Departments A, B, and C should be available to select".  Also "If you pick legal employer B, only departments X, Y and Z should be available to select."

Our current configuration isn't set up this way and we are seeing data entry errors causing mismatches that are proving difficult to fix. 

Any insight would be appreciated.
