SM/ADVISOR Occupies almost all Storage on Always Free ATP DB

I have created a free tier ATP database some time ago. Recently, I note that almost all space (out of the 20GB available) were occupied by Oracle automated jobs, esp SM/ADVISOR. The largest segments were SYS objects. Since the ADMIN user is not a DBA user and cannot admin (actually cannot even select) the tables, is there any means to free the space? Or it is unable to add data anymore?
The 3 largest LOBs belong to following tables:
- SQLOBJ$PLAN
- WRI$_ADV_OBJECTS
- WRI$_SQLSET_PLAN_LINES
Since ATP is billed by storage, Oracle should allow user to control the space used by those automate jobs.
