System Posting Date Settings across GL module and BI reporting

Looking for confirmation that the time and date preferences set by the end user reflects the accurate JE posting date in both the GL module and BI reports

My question is around the Posting Date.  For Dec20, I am filtering on posting date and including anything that happens after Jan 13th, 11am.  Are the date and time stamps based on my system time zone setting in HCM General Preferences Regional?   I think it might be, but wanted to verify.  If it is not my ET timezone, then how do I know what time zone the posting date pertains to?
