Can the Oracle Trade Management be leveraged to do Product Restrictions

We have a business requirement to implement 'production restrictions' in Order Management as well in Shipping.  However, feature of Item Orderability Rule in On Premise (EBS)  is not available yet in Oracle Fusion.  We are looking for an equivalent feature or functionality to do the restrictions in Fusion Cloud. For example, an item or group of item based on category will be restricted to sell be sold in specific States or Region, or restricted to specific customers.

Can the Oracle Global Trade Management be leverage to apply these restrictions? Thanks
