Is flashback really needed for upgrade

Hi guys,

It's a DB System, VM, built on Oracle 12.2.

According to documentation, we must have flashback enabled in the database in order to be able to upgrade the database:

"Your Oracle database must be configured with the following settings in order to upgrade:
The database must be in archivelog mode
The database must have flashback enabled"

I tested upgrading a DB System from 12c R2 to 19c without having the flashback enabled in the database. The upgrade completed successfully and without any issue.

Did I misunderstood anything?
