Unable to see future hires with custom person security profile

Hi all,

We created a custom HR Specialist data role that's limited to just two job families. The security profiles are all selected as view all, except the person security profile is secured by area of responsibility. 

Although the person security profile includes future people, pending workers, nonworkers, etc., employees with future hire dates are not appearing in Person Management searches (this is with the future hire date selected). These future employees appear for users who have the View All HR Specialist role. 

Has anyone come across this before? Is there something I missed for this custom role?
