Report Package - Header & Footer is missing in First page of every doclet on publish

We have built a word type report package with a style sample having no header and footer, but has (even and odd) footer& header enabled in word.

And doclets have unique header and footer definition with the same odd & even property. now we are observing the header and footer is missing in first page of every doclet on publishing the report package.

Please suggest if there is a property we need to consider in word to fix this issue.
