Create contract BU LOV is empty

Hello,

When trying to create a contract or Terms template the BU LOV has no values. The setup I did include: Assign the Procurement Contract Administrator role, Assign data access set to this role including relevant BU, Assigned the business unit function of Procurement contract to the BU. I have buyer role and define as agent in those BU's.

Can anyone assist on this matter?
