Employees with Bank Accounts

I have attached the screenshot of the report columns if I use the subject area Payroll - Personal Payment Details real time I am able to fetch only the employees for whom the bank account details are already available which works fine.

But the requirement is to also fetch employees whose bank account names are empty which means still no bank account assigned for them as they are starters (newly hired employees)

Please let me know how can this be achieved
