Error not triggering on Termination

Hello,
Does anyone know why this error message would not trigger on a termination? In our Test environment it triggers to prevent the termination from being submitted, but in PROD it is allowing the users to submit the term and then the term gets stuck. The criteria is the same in test and prod - the employee is being termed and has a future dated absence. We want this error to trigger so it prevents the HR rep from submitting the term and have them go check the absences.
Any advice is greatly appreciated!
