Viewing approval notifications that have not been sent or are in error

Is there a way to view approval notifications that have not been sent or are in error? There is an option to alert initiator on error, however I assume, this error is related to approval not being assigned due to an issue in the rule or missing persons.
We have a requirement to know if the approval has worked fine but an email has not gone through to the assignee, due to either incorrect email or some system issue. When this happens, an admin user needs to be notified so that they can look into the issue and debug.
