Can blank pages in a book be removed?

Summary

I'm running a book on parameters where certain pages are blank. Can these blank pages be removed?

For example, my report has entities and in the book the parameter of region is selected.  For some regions, there is no data for the given entities, so it's inserting a page that says "No Data to Display"  Can these pages be set to be removed from the book dynamically?
