20D - Custom icon under My Client Groups wont show for employees in a specific role

Our company has a custom icon showing under My Client Groups that is used primarily by our HR users to log HCM related problems. I'm trying to grant access to a few employees that don't have any HR roles assigned to them. We've restricted access to this icon by adding an EL expression in the navigation configuration area that only allows users with an HR security role to see it. I've tried adding the security role that is assigned to the people that I'm trying to grant access to but I'm unable to get the icon to appear for them.
