Rehires Not able to Enroll in Courses/Offering

Summary

I have a handful of employees who are not able to enroll in any courses/offering

Content

Some of our rehires are getting errors when enrolling in courses/offerings.  We have determined they are rehires.  All are getting the same error. (see attached).  Any idea what the issue could be?
