Can we create an Accrual Plan to Accrue 20 days every 5 years

We have a requirement where we want an accrual plan to accrue 20 days every 5 years

So in 2020 employee receives 20 days

2021 no accrual

2022 no accrual

2023 no accrual

2024 no accrual

2025 employee receives 20 days

Has anyone done something similar?
