Time Entry Rule to retrict Stop time to be earlier than Start Hours

If we enable the hours to span across midnight checkbox, then the user can enter stop time lesser than start time like 8am to 7am and it would show 23 hours

Has anyone written a time entry rule to stop the user from doing it or throw some message as a validation/warning
