Decreasing position working hours with incumbent throws overlap allowed error

When decreasing the working hours on position we receive below error -

You need to increase FTE or allow overlap allowed because incumbent's FTE is more than position FTE (PER-1532539)

 

As we are syncing Working hours and FTE from position, I am not sure why this should be given as error as assignment must be changed to modified FTE and working hours. Allowing overlap causes an issue in workforce planning and will cause an issue. Is there any way we can remove this warning from appearing and decreasing the working hours?
