Is there a way we can find About This Record on Cost Rate

Hello Team,

I do remember we were able to see "About This Record" (Record History/Who made the changes to the record ) on the Rate Schedule - Cost Rate on the earlier version but I don't remember the version. We are on 20D and we are unable to see who made the changes. 

Can some we help me with version where were able to see?

 

I know there is way to create in BI a BIP data model based on the PJF_RATE_SCHEDULES_B table
