Can we keep Job Set trigger in wait queue when multiple processes submitted at same time

Hi,

We have defined a custom Job Set being triggered from Azure integration.

If multiple batches triggered at same time calling N number of calls to Job Set, How do we make sure that only one Job set is processing at one time keeping other calls in wait mode.

Any pointers will be appreciated.
