AutoProvisioning of Role is not Working for Terminated Employees

Summary

We had a requirement to allocate Custom roles to Terminated Employees. Tried the following steps .

Created a new Role Mapping with Effdt : 01/01/51 , HR Assignment Status : Inactive , System Person Type : Ex-Employee.
Added custom Role with Autoprovision option selected.
Terminated an Active Employee with past date (Sysdate-5) and set Revoke User Access to 'Immediately'.
Ran all security related processes along with 'Autoprovision Roles for All Users process'.
Expected to assign the custom role to my Terminated employee..but no luck
