Why are you making changes to direct reports question in quick actions

the question in When and Why, 'Why are you making changes to direct reports' displays whether the record has direct report relationships or not.  We want to make this field mandatory for any actual changes to direct reports, but that makes performing the action without changing direct reports an issue.  The only thing I can think of is to add an action reason called not changing direct reports.  How is anyone else accounting for this?
