Custom Role to view and process expenditures for Projects in which the user is a Project Manager

We have a requirement to create a custom role which would be given only to Project Managers.

Using this custom role, the user should only be able view or adjust the expenditure items of their own projects.  They should not be able to view expenditure items of other projects (in which the user is not a project manager) in the 'Manage Project Costs' screen.

Is this requirement possible? If yes, how can we achieve this?
