Need to create custom role to give the user access to only Manage Departments

Need to create a custom role to provide user access with creating and Manage departments and also update cost center mangers.

When the Manage Department privilege is added user can only see the Task but could not see the existing department to edit and add the cost center manager. Which role or privilege gives this access
