Can you connect Essbase 21c to Narrative Reporting?

I read some documentation that one of the Supported Data Sources for Narrative Reporting include "Oracle Essbase Cloud", but does this include an Essbase 21c application?  And if this is the case, do you need a separate license for Narrative Reporting or does it come bundled together like it does with EPM Planning or FCCS?
