Restricting Employee to take One Specific Leave if he changes the Legal Entity

Hi,
We have received a requirement where there are 2 Legal Entities having the same type of absence plan. One employee if enrolled in one legal entity and avails the absence plan and gets transferred to another legal entity should not be able to avail that absence again.
Basically, we have to restrict the employee to avail the absence plan only once throughout his service at the organization.
Has anyone used any fast formula or encountered this same issue?
