Migration of EBS 12.1.3 with DB 11.2.0.4 to OCI in minimal downtime

We have the requirement, where we need to migrate on prem EBS 12.1.3 with DB 11.2.0.4(DB size more than 3 TB) to OCI where DB will be in rac and thus we have choosen VM DB system for it. What would be the best approach to achieve this migration and considering minimal downtime

1. Can we follow the methodology of creating a hybrid DR in cloud and on one certain point of time make the cloud DB primary with application running on compute. And is this method certified by EBS ATG team?

2. If we use EBS cloud manager, then transferring the backups to object storage and then creating the resources from there using cloud manager will considerably increase the downtime.
