How to prevent the launch of a Consolidate rule

Hello All,

I'm looking for a solution that can prevent a rule from being launched unless another rule has been launched first. For all the necessary calculations to be performed and completed, the User must now run a specific ODR and then the consolidate rule at Group level. This double action must be done every time it is necessary to consolidate data at the group level and have the data correctly calculated. This "double click" of rules in sequence occurs several times during a closing cycle.

It may happen that the user forgets to run the ODR rule first and thus only launches the consolidate rule. In this case data is not correct but he is unable to recognize that.
