HCM Design Studio - creating country-specific rules

I've been trying to create country-specific rules in Design Studio for Hire an Employee, and found that they only take effect if I select Legal Employer in the rule Basic Details, and not when I select Country or Business Unit. 

This is time-consuming because our countries have multiple legal employers attached. It would expect to able to select Country or Business Unit and for this to recognise the link to the legal entity selected by the user at the start of the process. 

Should this work?
