From 20C, we know:
"Use workflow for status changes" is enabled, [Submit] button displays.
"Use workflow for status changes" is not enabled, [Create Baseline] displays.

But we can see [Submit] and [Create Baseline] both display on 20D.

And from 21A, [Create Baseline] disappeared. There is no changing on setup, anybody know this feature and reason?
