Withdrawing from a course as a learner that has costs associated to it

Hi there,
We have courses that are quite expensive so we don't want learners to withdraw a week before start of the course so that costs incur to us. How can we avoid this? Is there a way? I know there is a withdrawal approval process which we don't want to use.
It appears that there isn't a way but hoping that some of you may have had this query, too and how you solve it?
