Best practice for using Initiative for Regulatory courses

Hi there
We launch regulatory initiatives once a year.
The target groups are different. For instance, we may have a Regulatory course in which we need to enroll different groups, e.g.
- FInance in Country A
- HR in Country B
I am thinking of using separate initiatives for these different depatments in different countries. I know I can use one initiative only for all but I think having separate initiatives will give me more flexibility.
Is there a downside to using several initiatives in my case?
