Pending Worker and Employee not receiving SMS notification for Onboarding Checklist Tasks

As part of the business requirement we want Pending Workers to receive SMS notification for the assigned tasks and also reminders if not completed.
We have referred this setup document - Enable_Mobile_Notification_Settings, for enabling 'Notification settings' in Me > Personal Info (Quick Actions)


For testing,
1) We have added 'Work mobile Phone' number for both Pending Worker and one of the Task Performer.
2) Logged into their respective logins and opted in for SMS alerts.
3) Checklist was assigned for the Pending Worker
4) Email alerts were triggered
5) No SMS received into their Work mobile phone number

Please let me know how to solve this issue.
