Numbering Clauses without Titles

We have clauses that do not actually require a title when put in a template.  When we add the clause that does not require a title and suppress the title, the title is suppressed but the clause itself shows on the next line from the number.  Attached is an example.

When suppressing a title, is there a way to show the clause next to the number rather than have the clause begin on the next line (see attached example)?
