Do you have to reconsolidate/retranslate previous years for Forecast scenarios?

I get a translation error for our April Forecast scenario for 2021 due to a "system change" in April Forecast 2020.  It will not let us consolidate/translate for 2021 April Forecast until we go back to 2020 and reconsolidate.  Once we've locked a Forecast, we really don't need to ever go back.  Is there any way to override this requirement?  I would think that a locked year/scenario should be just that, locked.  Our forecasts are P&L only, so the balance sheet is irrelevant.
