Can a Blanket Agreement line item that is expense and not an item record leverage an Information Template when executing self-service procurement from a catalog?

1. Created an Information Template and linked to a purchase category.
2. Created BPA with expense item referencing the same category. (non-item record)
3. Added BPA to catalog.
4. Created requisition from catalog item and the system indicates additional information required driven by the Information Template but not able to access the the edit function to add the required information.
