Reassign direct report of terminated manager

Hello,

How can I reassign direct report of terminated manager ?

I am trying to use Manage Direct Reports quick action but I get the message -

"The selected action is valid for active or suspended assignments only"

I need a way without using uploads like hdl.

Any suggestions please ?
