Recurring Learning Plan (RLP) not going to Completed status if User completed the RLP before it expi

We discovered and issue where a User's Recurring Learning Plan (RLP) stays in the Not Attempted status if they completed the RLP before the RLP expired.
example: User completed an annual refresher training RLP Feb. 2020, so the recurring LP would expire this year Feb. 2021. This User however was proactive and completed the RLP again in Jan.2021, so he should be reset for another year, however his RLP status is Not Attempted, seemingly because he completed the RLP before the RLP expired. When I override his completion status to a Feb.2021 date, his RLP status changes to Completed.
