New Cost Organization won't use custom Accounting Rules

We are in the process of adding a new Cost Org to our system.  I followed the guidelines on all the setup, but Create Accounting isn't using any of our custom account rules.  for example, we setup a custom 'Resource Absorption"  When I look at the Manage Accounting Methods, can clearly see that it uses  Rule set "HWI Resource Obsorption", which is our custom rule using our custom mapping set "HWI Resource Absorption".

However, the Journal entry error I receive says

• The input source values don't map to any output value defined in mapping set Resource Absorption.

 Typically, I would see the mapping set named HWI Resource Absorption.
