Can a learner join learning community voluntarily?

Hi All,

Just want to know if there is any option for a learner to join any learning community voluntarily or only the owner/managers of the learning community can add members. If its possible, could you please share navigation.

I see a learner can leave the community or recommend but not finding option to join community.
