Unable to access Spotlight options for Inactive employees

We have an issue where our users are not able to view/access the Spotlight options only for inactive employees. This works fine for Active employees.

Again, if we provide the Seeded Employee role to the user, this is working. But they have created a Custom Employee role as per their requirement and we are not supposed to provide this Seeded role. Is there any way to identify which privilege is missing for the users having custom role? Could not find any difference though.

Please suggest.
